How to start
Traficom can exchange your driving license for a Finnish driving license. You must make an appointment at an Ajovarma office. Take your valid driving license from another country with you. If your driving license is not valid in the country where you got it, you cannot exchange your driving license.
If you are exchanging a driving license from a contracting state, you will need a medical certificate from private doctor.
Your driving license must be exchanged for a Finnish driving license in time. If you have lived in Finland for more than two years, you can only exchange your driving license by passing a theory test and a driving test.
Which driving licenses can be exchanged for a Finnish one?
To get a driving license without a driving test, you must exchange your driving license within two years of becoming a permanent resident in Finland and before your driving license from a contracting state expires.
You can drive in Finland with a driving license issued in an EU or EEA country as long as the driving license is valid. You can exchange your EU and EEA driving license for a Finnish one. It is also possible to exchange a driving license from an agreement country.

If you have obtained your driving license after moving to Finland, you cannot exchange your driving license. However, in this case, you can complete a driving school course and tests and obtain a Finnish driving license.

The one-hour driving test involves driving in normal traffic in all normal driving situations. Your driving must be independent, safe, economical, social and smooth.
You can take the driving test in a manual or automatic transmission car. If you take the test in an automatic transmission car, you may only drive an automatic transmission car. The driving test must be taken in a driving school car.
